Ukrainian President Volodymyr Zelensky says Ukraine's partners in Europe have not given him sound guarantees that they will defend Ukraine in the event of a fresh offensive by Russia.
"I continue to pose this critical question to all our partners and thus far, the answer remains elusive a clear, unambiguous answer yet," he stated to the press on Wednesday.
These remarks follow a day after the UK and France signed a statement of purpose on stationing forces in Ukraine should a ceasefire agreement to conclude the conflict with Moscow is finalized.
However, full security guarantees have not been agreed. The US, which has been spearheading initiatives to end the invasion, reportedly did not sign such a pledge at discussions held in the French capital on the previous day.
After the Paris talks, which involved some 30 countries that form the so-called Coalition of the Willing, UK Prime Minister Sir Keir Starmer said the UK and France would "set up operational bases across Ukraine" to prevent any future incursion, while France's President Macron subsequently indicated a significant number of soldiers may be deployed.
Partner nations suggested that the United States would take the lead in overseeing any ceasefire. But the key issue of territorial concessions that Ukraine is being asked to grant to Russia as part of the peace proposals are still being discussed.
The Russian government has not yet commented on the declaration made in the French capital.
President Putin launched a comprehensive military assault of Ukraine in February 2022, and Russian forces now occupies about 20% of Ukraine's land.
The UK Prime Minister characterized the bilateral declaration as "a vital part of our dedication to support Ukraine for the long-term".
He continued: "It establishes the pathway for the legal framework under which allied military personnel could function on Ukraine's territory, protecting Ukrainian airspace and waters, and regenerating Ukraine's armed forces for the future."
Zelensky hailed that accord as a "significant leap of progress".
A day later, however, he appeared less optimistic.
"I perceive the determination, the political resolve, and that the partners are ready, and the allies are willing to give us robust economic measures, strong security guarantees," he said when asked if European countries would come to Ukraine's aid.
"However, until we lack such security guarantees - legally binding, endorsed by legislatures, backed by the U.S. Congress - this crucial issue cannot be answered. And even if they do, you still have to rely first and foremost on your own strength."
Negotiations in Paris were also significant owing to the attendance of envoys from former President Trump's administration, Steve Witkoff and Jared Kushner.
One envoy stated the participating countries "largely finished" their work on finalizing security arrangements.
Last week, the President indicated a settlement was "ninety percent complete".
Questions of land and security guarantees have been at the center of outstanding matters for negotiators.
The Russian leader has consistently stated that Ukraine's military must withdraw from all of Ukraine's eastern Donbas or Moscow will take control, dismissing potential concessions over how to conclude hostilities.
Zelensky has so far ruled out ceding any territory, but has proposed that Ukraine could withdraw its troops to an established line - but provided that Russia reciprocated the action.
Russian forces currently controls about 75% of the Donetsk region, and some 99% of the neighbouring Luhansk. The two regions constitute the Donbas industrial heartland.
It has been intensifying attacks against cities in Ukraine - with a focus on energy infrastructure. Russia has also made slow progress in capturing more Ukrainian territory.
Ukraine has hit back at Russian targets with drones, though with varying degrees of effectiveness.
